The State Affairs Committee considered SENATE BILL NO. 296 "An                                                                  
Act relating to the crime victim compensation fund" and                                                                         
recommended the adoption of the following State Affairs Committee                                                               
Letter of Intent dated March 11, 2008:

          Whereas revenue generated by the Violent Crimes                                                                       
          Compensation Board from the repayment of awards,                                                                      
          service provider refunds, offender restitution                                                                        
          payments, fees from the Department of Corrections,                                                                    
          and other revenue are paid to the State, and whereas                                                                  
          the revenue generated from these payments could

          allow the Board to better serve victims of violent                                                                    
          crime, it is the intent of the Legislature to encourage                                                               
          the Board to increase efforts to pursue these
